2011-2012 Executive Board
The SHAV Board of Directors is made up of 10 members who work on behalf of the membership and professional community. Board members are elected by the membership and serve a two-year term. The president's term is divided into three phases (president-elect, president and past president) to facilitate a smooth transition.
Concerns, suggestions and comments should be directed to the appropriate Board member for discussion at the quarterly Board meetings.
President
Seijra Toogood, MEd., CCC-SLP

Seijra Toogood received her Bachelor of Arts (B.A.) from James Madison University in 1998 and her Master of Education (M.Ed.) from University of Georgia in 2000. She has worked in the public school system for the past eleven years, serving elementary and middle school population in both Fairfax County and Prince William County Public Schools. Seijra has provide Speech/language services to children with severe Autism in a structured Applied Behavioral Analysis programas well as a variety of developmental disorders (Cerebral Palsy, Mental Retardation, Down Syndrome, Multiple Disabilities, Developmental Delay, Syndenham’s Chorea, Brain Tumor and Learning Disabilities. Seijra currently works in Fairfax County Public Schools and continues to provide Early Intervention Therapy services to children through Infant and Toddler Connections of Prince William County in the home environment.

President Elect
C. Edward Vann, MS, ED, CCC-SLP

C. Edward Vann received his Bachelor of Science from Old Dominion University in 1983, and began working in the public school system. He received his Master of Science in Education degree, also from ODU in 1988. He has been the Director of Rehabilitation Services at the Children’s Hospital of The King’s Daughters in Norfolk, Virginia since 1999, where he leads a staff of more than one hundred and fifty employees, 57 of those being Speech-Language Pathologists. Prior to working at CHKD, he was the Director of Rehabilitation and Rehab Program Specialist for a Nursing Home Corporation, where his focus was Dysphagia and Stroke Rehabilitation. Ed has Home Health experience as well.

Scott D. Rankins received his Bachelor of Science from Nazareth College of Rochester, NY in 1986 and his Master of Science in Education from Old Dominion University, Norfolk, VA in 1988 after serving in the U.S. Navy from 1977-1981. He has been a member of SHAV from 1988-1990 and 1993-present. He has practiced as a Speech-Language Pathologist at Children’s Hospital of the King’s Daughters (Norfolk), United States Naval Hospital, Camp Lester (Okinawa, Japan), Central Virginia Speech & Hearing Center (Lynchburg). He currently co-owns (1994) and practices at Blue Ridge Therapy Associates in Lynchburg, a private outpatient OT, PT & ST rehabilitation facility for pediatric & geriatric populations. He was SHAV’s Vice President for Continuing Education from 2006-2008.

Vice President for Member Services
Carrie Cilento, MA, CCC-SLP

Carrie Cilento received her BA from Longwood College in 1998 and her MA from Hampton University in 2000. She has experience in the public school system as well as pediatric inpatient and outpatient therapy. She is currently employed by The Children’s Hospital of The King’s Daughters where she supervises 28 speech pathologists across four satellite offices. Carrie serves as the ASHA CE administrator for CHKD and enjoys planning, organizing and continually offering CE events to SLP’s at CHKD and within the community. Carrie specializes in pediatric feeding and swallowing and holds certification in NMES and Interactive Metronome. Carrie also enjoys working with patients with Autism and Sensory Integration disorders.

Vice President for Government Affairs
Cornelia Long, MS, CCC-SLP

Cornelia H. Long, is a graduate of Florida State University. Go Noles!
She began practicing almost a decade ago. She has practiced in Florida, Texas, Georgia, Alabama and currently in Virginia. She serves on two professional boards Port Potomac Home Owners Association and SHAV’s executive board. Politically Cornelia has had discussions with a number of congressmen, state senators and a host of delegates. Cornelia hopes one day to serve as delegate in the state of VA. Currently Cornelia runs a private practice in Northern, VA, works part-time with Prince William Public Schools, and provides Early Intervention Services to children 0-3. She is also raising two kids ages 15.9 and 9.3 with her husband of over 20 years. In her spare time she loves to travel, read, shop and watch HGTV. During the height of the political season you can find her talking to local politicians to ensure SHAV’s voice is heard.

Garry Pillow, PhD, CCC-A/SLP

Gary graduated from East Tennessee State University with a Bachelor of Science degree in Speech and Hearing, and stayed to complete a Master of Arts degree in Audiology. He received his Doctorate of Education degree from Nova Southeastern University in Child and Youth Studies. His major doctoral study was entitled "Promoting the Recognition and Treatment of Central Auditory Processing Disorders (APD) as an Educational Issue". He also has an earned Doctorate degree of Audiology from Salus University, and recently received a post doctorate Ed.S. in Reading Educational from The University of Virginia. He maintains dual ASHA certification. Gary, a long time SHAV member, has served as VP of Audiology in the past, and is currently in part time private practice in Covington, VA, specializing in the assessment and treatment of Auditory Processing and Reading Disorders. |

Carrie Fleming, MEd, CCC-SLP

Carrie Fleming earned her Bachelors and Masters Degree in Education with a specialty in Speech-Language Pathology from The University of Toledo, Toledo Ohio in June of 1995. Carrie has worked in Private Practice in Monterey, CA and Toledo, OH. She has worked in the public school schools in North Carolina. Carrie became a clinical supervisor for Graduate Students in the field of Speech Pathology at The University of Toledo and The University of Hawaii. She became the Director of the Scottish Rite Children’s Center in Honolulu, HI in 2001-2004. In June of 2004, she and her family moved from Hawaii to Stafford, VA where she decided to open a private practice, Fleming Speech Therapy Services, Inc on October 6, 2004. Carrie began working in her home and has built her practice to servicing over 1000 children in three locations in Virginia. She employees 13 Speech Pathologists and has an office staff of 5 professional individuals. Carrie has been a member of ASHA since 1995 and has been licensed in the state of Ohio, North Carolina, Hawaii and Virginia. She is an active member of SHAV and is a current member of The American Academy of Private Practice. Carrie has her Masters of Education and Certificate of Clinical Competence (CCC) in Speech Language Pathology. She is married to a wonderful man who is an active duty Naval Officer. She and her husband reside in Stafford, VA with their six children.

Vice President for Public Relations and Communication
Darlene D. Robke, MS, CCC-SLP

Darlene D. Robke is a speech-language pathologist with over 18 years of clinical and administrative experience. She received her Bachelor of Arts Degree in Speech and Communication Sciences from the University of North Carolina, Chapel Hill. She then received her Masters of Science degree from East Carolina University in Speech Language and Auditory Sciences. She has also completed the certification program in Assistive Technology at George Mason University. From 1994-1998, Darlene worked as a traveling SLP where she provided services in various geographic locations throughout the United States. She has been a rehabilitation manager in skilled nursing and assistive living facilities in Manassas. She was also the Interim Director of Special Education and the Coordinator of Student Support Services for Manassas Park City Schools. She has also provided school-based and early intervention services in Northern Virginia. Darlene is currently a Regional Director for EBS Healthcare in Virginia & North Carolina. She greatly enjoys providing mentorship, training and support for therapists in Virginia, the DC metro area and North Carolina.

Valerie St. John, MS, CCC-SLP

Valerie H. St. John received her Bachelor of Science in Speech-Language Pathology and Audiology from Longwood College in 1997 and her Master of Science in Communication Disorders from James Madison University in 1999. She has been employed at Blue Ridge Therapy Associates in Lynchburg since graduating from JMU. She works with children and adults in the outpatient setting and also works with children at one of the local Head Start centers.

Vice President of Finance
Wendy Pulliam, MS, CCC-SLP

Wendy Pulliam received her BHS in Communication Sciences and Disorders from the University of Kentucky in 1995 and her MS from Western Kentucky University in 2005. She is currently the DLVE (Distance Learning of Virginia Educators for SLPs) Coordinator and Clinical Supervisor at Longwood University in Farmville, Virginia, where she teaches undergraduate courses in CSDS, administers the clinical program for the distance learning graduate students, supervises graduate CSDS students in the clinic, establishes clinical placements for distance learning students and collaborates with external supervisors. Her career includes working in the public school system and private practice with interests in intellectual disabilities and early intervention

President
The President shall serve as chief executive officer of the Association, shall serve as Chair of the Executive Committee, shall serve with the Vice President of Finance as the official signatory of the Association on all contractual agreements, and shall coordinate the functions of the Board of Directors and who shall automatically become Past President at the end of the term of President.
President-Elect
The President-Elect shall serve as chief executive officer of the Association and as Chair of the Executive Committee in the absence of the President, shall work in conjunction with the President in developing goals and policies of the Association, and shall automatically become President at the end of the term of President-Elect.
Past President
The Past President shall serve as an ex officio member of the Board of Directors and shall serve as the chief executive officer in the absence of the President and President-Elect.
Vice President of Public Relations and Communications
The Vice President for Public Relations and Communication shall lead the Association in the areas of marketing/public relations and communication.
Vice President of Finance
The Vice President of Finance shall be responsible to the Board of Directors for all financial affairs of the Association and in conjunction with the President serves as the official signatory of the Association on all outside contractual agreements.
Vice President For Member Services
The Vice President for Member Services shall be responsible for the direction of services provided to the general membership.
Vice President For Speech-Language Pathology
The Vice President for Speech-Language Pathology shall provide leadership in the clinical area of speech-language pathology. This will entail maintaining regular and consistent communication with the VP for Audiology and among the related interest groups/committees.
Vice President of Audiology
The Vice Presidents for Audiology shall provide leadership in the clinical area of audiology respectively. This will entail maintaining regular and consistent communication with the VP of Speech-Language Pathology and among the related interest groups/committees.
Vice President of Continuing Education:
The Vice President for Continuing Education shall be responsible for the planning of the annual conference and/or additional educational opportunities.
Vice President of Governmental Affairs
The Vice President for Governmental and Professional Affairs shall provide leadership in the professional concerns of the members. This shall include monitoring governmental and third party activities that may impact the Association and its membership, and advocating for the Association, its members and the clients served.
Nominations for board positions should be directed to the President Elect. Nominees must be voting members of SHAV. Self nominations are permitted.
